Training Institutions are the backbone of public sector capacity building. In an era where technology and AI are reshaping what governments do, how they do it, and what officials need to know, the ability of these institutions to adapt, evolve, and enable continuous learning has become one of the most decisive factors of effective governance.

How do we make sure they are ready?

Through Mission Karmayogi, India is reimagining this backbone at scale — building a nationwide network of training institutions anchored by role-based Competency Frameworks (FRAC), the UNNATI platform for institutional collaboration and quality assurance, and sustained faculty development. Together, these are transforming how civil servants learn, grow, and deliver on the promise of good governance. 

Making this work a part of a wider global conversation, The Global Digital Capacity Building Alliance (GDCBA) under Capacity Building Commission (CBC), is convening a series of global dialogues and consultations on the Capacity by Design (CbD) — a framework intended to help governments across the world strengthen their public sector administration by building capacity-building ecosystem that is demand-driven, competency-based, digitally-enabled, and continuously improving.
