The Capacity Building Commission (CBC), in close collaboration with the Haryana Institute of Public Administration (HIPA), organised a comprehensive Capacity Building Plan (CBP) Workshop at Panchkula.  

Bringing together representatives from 15 key departments of the Government of Haryana, the workshop focused on operationalizing Departmental Capacity Building Units (CBUs) and transitioning from ad-hoc training to continuous, competency-based capacity building under the Mission Karmayogi framework.  

Key Takeaways from the Workshop:

Team CBC & iGoT Karmayogi Bharat guided nodal officers through role descriptions and demonstrated the Commission’s AI-enabled framework to map behavioural, functional, and domain competencies for customized CBPs; and detailed the continuous learning ecosystem—enabling anytime, anywhere self-paced training, role-linked assessments, and mobile-first learning across state cadres.  

Shri Manoj Yadava, IPS (Retd.) Director General, HIPA, underscored the need for continuous skill upgrades aligned with the vision of Viksit Bharat and announced new state’s initiatives in reducing bottlenecks in trainings.

Shri Dusmanta Kumar Behera, IAS, Commissioner & Secretary (HRD & GAD), assured complete administrative backing and proactive engagement to institutionalize continuous learning across all levels.  

Dr. Neeraja Malik, Additional Director, HIPA, outlined the 90-day CBP development roadmap, offering end-to-end support for departmental units.

With aligned leadership and hands-on institutional support, Haryana is moving ahead in the creation of an agile, accountable, and citizen-centric civil service.
