The Global Digital Capacity Building Alliance (GDCBA), at the Capacity Building Commission (CBC), engaged with 37 civil servants from 20 countries participating in the National Centre for Good Governance’s (NCGG) Capacity Building Programme for Civil Servants of Multi-Countries.
Representing countries from Bangladesh and Botswana to Panama, Fiji and Zimbabwe, the cohort included officers from ministries of public administration and general administration, local government service commissions, HR management units, Presidents’ offices and cabinet policy coordination.
Dr Vashima Shubha, Principal Adviser and Head of GDCBA, led a session on Mission Karmayogi, India’s approach to transforming civil service capacity building through competency-based frameworks, digital learning and a citizen-centric focus.
The discussion explored how these principles could be adapted to different governance contexts, with participants exchanging perspectives on role-based competency frameworks, digital public infrastructure for learning, and institutional capacity planning.
These conversations reflect the vision behind GDCBA: enabling countries to learn from one another, adapt relevant practices to their own contexts, and strengthen public institutions for the future. By fostering collaboration across the Global South, GDCBA seeks to advance a shared approach to building capable, digitally enabled, and responsive public services.
