Mr. S P Roy  has served  Government of India for over two decades in various capacities in Ministry of Water Resources, Department of Revenue, Cabinet Secretariat and Director General Foreign Trade, having joined the Civil Services in 1998.

He holds a Masters in Public Affairs from the Humphrey School of Public Policy , University of Minnesota and LLM in International Trade Laws from University of East Angila , UK.

Mr. Roy joined the Capacity Building Commission in August 2021.
