The Capacity Building Commission (CBC) and Karmayogi Bharat formalised a Memorandum of Understanding with the Government of Sikkim in Gangtok to anchor Mission Karmayogi in the state. The engagement included a detailed orientation for senior functionaries on the architecture and implementation pathway of the programme. Dr. R Balasubramaniam, Member (HR), CBC, outlined the shift towards a competency-led civil services framework and stressed the need to embed structured learning pathways within state systems. He spoke on aligning roles, competencies, and digital learning through the iGOT platform to enable measurable improvements in governance outcomes. Ms. Chandralekha Mukharjee, Principal Advisor, CBC, joined the session virtually along with the team from CBC and emphasised the importance of developing structured Capacity Building Plans to guide implementation at the state level. Mr. Ravindra Telang, Chief Secretary, Sikkim, welcomed the partnership and reiterated the state government’s strong focus on training and capacity building. He underlined the need to equip officials with the right competencies to address emerging governance priorities and noted Sikkim’s significant development potential. The partnership lays the foundation for a coordinated approach to capacity building in Sikkim, reinforcing the objectives of Mission Karmayogi and supporting a responsive and accountable public administration.
