Launched on 20th February 2026 at the India AI Impact Summit, New Delhi, GDCBA — an initiative of the Capacity Building Commission, Government of India — has grown into a global platform for cooperation on public-sector capacity building, bringing together governments, multilateral institutions, training institutions, academia, industry, civil society and the DPI ecosystem.

Built on the foundation of Mission Karmayogi, India's National Programme for Civil Services Capacity Building, GDCBA carries forward a simple but powerful principle: “Capacity building isn't just about training individuals — it's about creating the frameworks, institutions and platforms that help public officials continuously learn and perform.”

In six months: 
✅ Engagement extended across 10 countries — including Brazil, Sri Lanka and Mauritius 
✅ 250+ public officials engaged directly — from divisional offices to national ministries 
✅ Growing partnerships with the Gates Foundation, World Bank, RIS, NCGG, UNICEF, the Commonwealth, BRICS/FICCI, ADBI, ORF, Nalanda University and more 
✅ Engagement delivered through live workshops, roundtables, summit panels and flagship sessions

As Hon'ble Prime Minister Shri Narendra Modi has said: "The true test of partnership is not what we build for others, but what we enable others to build for themselves."

This is the direction for GDCBA's next phase — from reach to depth, from exchange to sustained collaboration, and from individual experience to collective knowledge. Ahead: technical working groups, global frameworks and toolkits, an annual Summit, and a State of Capacity Building Report.
