Workshop on development of Capacity Building Plans conducted for departments of the Government of Assam

A workshop on the development of Capacity Building Plans (CBPs) under Mission Karmayogi was conducted on 29 August 2026. The workshop witnessed participation from 112 nodal officers and representatives from across 51 departments of the Government of Assam at the Assam Administrative Staff College (AASC), Guwahati. The workshop marked the completion of Phase II of the CBP development process, covering the remaining departments of the State.

The workshop commenced with an overview of the purpose and significance of Capacity Building Plans under Mission Karmayogi, highlighting the role of CBPs in enabling departments to systematically identify competency requirements and align capacity-building interventions with the roles, responsibilities, and functional requirements of their respective personnel.

Participants were also sensitised to the key considerations and potential challenges involved in developing departmental CBPs. This was followed by a hands-on session on the CBP development process, which enabled participants to practically understand the various stages involved and initiate the preparation of their departmental plans based on the identified roles, activities and competencies.

The workshop concluded with an introduction to the Karmayogi Kartavya Karyakram (KKK) and an overview of the implementation process in the State. Departments were encouraged to leverage their respective Capacity Building Units (CBUs) to take forward the CBP process, including developing and reviewing departmental CBPs and facilitating their timely activation as LIVE plans on the iGOT Karmayogi platform. Departments were also emphasised on the importance of driving course consumption after their CBPs are made LIVE, ensuring that the courses allocated to officials are actively undertaken and completed.

The workshop thus provided departments with a common understanding of the CBP framework and established a foundation for the systematic implementation of competency-based capacity building across the Government of Assam.
