Government officials are critical to the delivery of a range of public services and core governance related functions. Constant challenges emanating from disruptions like the Covid-19 pandemic and the need to ensure socio-economic development, necessitates government officials to be well equipped for performing their tasks. To address this, Mission Karmayogi was launched by the Union Cabinet in 2020. The Mission aims to create a competent and future-ready civil service working towards effective public service delivery and an Atmanirbhar Bharat.

Mission Karmayogi is aimed at improving state execution capacity by enabling:

  • Government officials to learn and grow continuously 
  • Government officials to collaborate across departments and regions, breaking down silos and empowering officials with access to information 
  • Government leaders to execute their mandate with high fidelity
  • Assessment of progress of each ministry/department & thereby overall success of capacity building efforts through institutions such as the Capacity Building Commission and the Special Purpose Vehicle

Guiding Principles of Mission Karmayogi

Shift from rule to role based training and capacity building:

Capacity building of government officials under Mission Karmayogi focuses on enhancing the attitudes, skills and knowledge of these individuals through role-based training. This means a shift from rule-based, supply-driven capacity building to role-based, demand-driven capacity building where capacity building is targeted to the individual official’s needs, wants and aspirations through role specific, just-in-time training for government officials.

Moving to a competency driven approach for capacity development:

A competency driven capacity building approach focuses on developing competencies critical for public officials to effectively undertake their various roles. In line with the National Training Policy (2012), Mission Karmayogi introduces a competency framework for the capacity building of the civil services that will govern training, capacity building, as well as HR Management, including promotions and posting of government officials. Competencies can be defined as a combination of attitudes, skills and knowledge (ASK) that enable an individual to perform a task or activity successfully in a given job.

Democratising and enabling continuous, lifelong learning opportunities:

The current civil services capacity building services are marred by the lack of a continuous learning environment for government officials. Mission Karmayogi aims to make available to all government officials, across hierarchies and geographies, the opportunity to continuously build and strengthen the competencies required for their roles. By providing equitable access to the learning material across officers, world-class capacity building will be available to larger sections of civil services through the use of technology.

Move beyond silos in the Government:

Mission Karmayogi aims to break silos across the various government ministries/departments, to encourage collaborative, joint effort towards shared national goals and priorities.

70-20-10 Mandate:

Mission Karmayogi proposes the 70:20:10 model of life-long learning. The 70-20-10 model is based on the principle that: 70% of learning comes from on the job experiences and reflections, 20% is derived from working with others; and 10% comes from planned training.

Link goal setting, planning & achievement:

Mission Karmayogi aims to align learning and capacity building with organisational goals and career goals of individual officials and performance measurement.

Establishment of unbiased systems of evaluation:

Under Mission Karmayogi, there will be objective, fair and independent assessments to determine performance.
