14th Report (Strengthening Financial Management Systems)

One of the terms of reference of the Second Administrative Reforms Commission is ‘Strengthening financial management systems’. It has been specifically asked to look into the following aspects of financial management systems: “Strengthening Financial Management Systems:Capacity building in financial management systems at all levels of Governance, to ensure smooth flow of funds for programmes / projects, proper maintenance of accounts and timely furnishing of necessary information / documents for this purpose” The reforms in the financial management system are an integral part of the reforms in governance in general. Therefore, these reforms are critical in achieving the national development objectives. In this Report, the Commission focused primarily on expenditure management.
