Building Future-Ready Public Institutions Through Digital Capacity Building

What does it take to build resilient public institutions that are truly future-ready?
This question brought together civil servants from Sri Lanka and Team Mission Karmayogi during the 19th Capacity Building Programme on Disaster Management, organised by the National Centre for Good Governance (NCGG).
As conversations unfolded around the evolving challenges in governance — from digital transformation to citizen expectations and responsible AI adoption — one idea stood at the centre: capacity building must move from episodic training to continuous learning at scale.
Under the Global Digital Capacity Building Alliance (#GDCBA), the Capacity Building Commission shared India’s Mission Karmayogi journey — a whole-of-government reform designed around the philosophy of “Sarvajana Hitaya, Sarvajana Sukhaya” (“Welfare for All, Happiness of All”).
The discussion explored how India is building a citizen-centric and digitally-empowered civil service through 6 interconnected pillars: · Policy & Governance · Technology & Digital Platforms

The discussion also highlighted how India’s Digital Public Infrastructure (DPI) approach can support scalable, inclusive, and interoperable public sector learning ecosystems globally. 
The session served as a platform for exchange — on what governments across the Global South are facing today, and how collaborative, digital-first capacity building can help create agile and resilient public institutions.
