In the run-up to the National Departmental Summit to be organised by the Capacity Building Commission and the Department of Personnel & Training on ‘Institutionalising Capacity Building: From Training to Performance-linked Governance’, a State-level Consultation was held by the Government of Uttar Pradesh on 18–19 March 2026 at UPAAM, Lucknow.

With participation from over 90 departments and more than 200 officials, the consultation brought together 12 working groups to deliberate on transforming governance through performance-linked capacity building.

The consultation was graced by Shri M. Devaraj, IAS, Principal Secretary, Department of Appointment & Personnel; Shri L. Venkateshwar Lu, IAS, Director General, UPAAM; and Shri Sunil Chaudhary, IAS, Additional Director, UPAAM, Lucknow.

The working groups deliberated on four critical themes:
* Unified framework for role-focused and performance-linked capacity building
* Strengthening training institutions
* Leveraging AI and technology for hyper-personalised learning
* Revisiting Cadre Training in states
The recommendations emerging from this consultation, along with those from similar consultations across States and Union Territories, will serve as key inputs for deliberations at the National Departmental Summit to be held in May 2026.
