The Inaugural Session of the second batch of DAKSH (Development of Aspiration, Knowledge, Succession and Harmony), a flagship leadership development programme for senior executives of Central Public Sector Enterprises (CPSEs), was held at the SCOPE Convention Centre, New Delhi. The programme is jointly organised by the Capacity Building Commission (CBC) and the Standing Conference of Public Enterprises (SCOPE) under Mission Karmayogi.
The event was attended by senior leadership from the Government of India and the public sector, including Dr. P. K. Mishra, Principal Secretary to the Prime Minister; Shri K. Moses Chalai, Secretary, Department of Public Enterprises; Smt. Rachna Shah, Secretary, Department of Personnel and Training; Smt. S. Radha Chauhan, Chairperson, Capacity Building Commission; Shri K. P. Mahadevaswamy, Chairman, SCOPE; Shri Atul Sobti, Director General, SCOPE; and Smt. Alka Mittal, Member (Administration), Capacity Building Commission.
Welcoming participants, Shri Atul Sobti said DAKSH will help leaders reflect, prepare and transform themselves, while enabling leadership emergence, strategic development and international exposure.
Setting the context, Smt. Alka Mittal described DAKSH as a 12-month leadership programme integrating digital learning, classroom engagement, executive coaching, action learning and international exposure. She noted that 73 senior CPSE officials were trained in the first batch & 72 participants from diverse sectors form the second. Highlighting Mission Karmayogi initiatives such as iGOT onboarding, Karmayogi Saptah, the Competency Model, accreditation of institutions and Amrit Gyaan Kosh, she emphasised leadership development, competency-based growth and technology-enabled learning for CPSE reforms.
Delivering the address, Dr. P. K. Mishra highlighted the evolving role of CPSEs and their foundational contribution to India’s industrial and infrastructure base. He said globalisation and reforms have shifted focus to competitiveness, efficiency and innovation, requiring greater agility while serving national priorities and competing globally. Referring to the Public Sector Enterprise Policy of 2021, he noted that despite an expanding role for private enterprises, CPSEs remain vital in strategic sectors such as energy, defence, infrastructure and finance, and in balancing markets involving public goods and national security. He stressed innovation, continuous learning and strategic thinking through initiatives like DAKSH.
Earlier, Shri K. Moses Chalai highlighted the economic contribution of CPSEs to GDP & the Central Exchequer, stressing the need for future-ready leadership and describing DAKSH as timely.
Shri Jagdeep Gupta, Secretary, Capacity Building Commission gave the vote of thanks. He reiterated the commitment of the Commission to take forward the vision of Mission Karmayogi.
