The Capacity Building Commission convened an orientation and consultation session on 8th June, 2026 with Subject Matter Experts (SMEs) to discuss the newly launched Karmayogi Quality Framework (KQF) and the evolving approach to content development on the iGOT Karmayogi platform.

The session was opened by Chairperson Smt. Radha S. Chauhan, who emphasised the importance of building capacities early in the public service journey and creating a continuous learning ecosystem for future-ready civil servants.

Dr. Alka Mittal, Member (Admin), underscored the importance of strengthening the quality and relevance of learning interventions to ensure that capacity-building efforts remain closely aligned with the evolving needs of public servants and governance outcomes.

Ms Uma S, Principal Advisor, Quality Assurance introduced the KQF, highlighting its evolution from the earlier Content Quality Framework (CQF). She outlined how KQF places the learner at the centre of the learning lifecycle, moving beyond content quality to focus on competency relevance, workplace applicability, implementation of learning at work, and data-driven continuous improvement.

Ms Akanksha Mahapatro presented the Architecture of Differentiation, which serves as a foundational element of the KQF.

Participants were taken through the key stages of the KQF lifecycle and the role of SMEs in each stage of the KQF lifecycle was also discussed.

The session further included a walkthrough of the Unnati Portal by Shri Kunal Kapse, covering the onboarding process and engagement mechanisms for SMEs.

The meeting was attended by Shri Jagdeep Gupta, Secretary, Capacity Building Commission, along with CBC Pillar Heads and officials.

The interaction witnessed active participation from SMEs. SMEs play an important role in strengthening the quality, relevance, and impact of learning across the iGOT Karmayogi ecosystem.
