In 2020, Mission Karmayogi was launched by Hon’ble Prime Minister Shri Narendra Modi to reimagine India’s civil services through a whole-of-government, competency-driven, and technology-enabled capacity building ecosystem.
Today, with over 16 million public officials benefitting from the Mission, its learnings and successes are shaping governance conversations far beyond India. The Global Digital Capacity Building Alliance #GDCBA, launched during the India AI Impact Summit 2026 by Hon’ble Minister of State for Personnel, Public Grievances & Pensions, Dr. Jitendra Singh, is advancing a new paradigm for global cooperation in public-sector capacity building.
Under the guidance of the Chairperson, Capacity Building Commission, Mrs. Radha Chauhan, the Alliance is working to cultivate AI-native public officials through shared learning, digital innovation, Digital Public Infrastructure (DPI), and future-ready governance.
In this spirit, 29 civil servants from Seychelles, led by Mr. Alex Henderson, Deputy Cabinet Secretary for Policy Affairs, Cabinet Office, Office of the President, participated in a curated session on “Building Future-Ready Public Institutions” during the First Capacity Building Programme for Civil Servants of Seychelles, organised by the National Center for Good Governance #NCGG, under the guidance of Director General Dr. Surendrakumar Bagde.
Dr. Vashima Shubha, Principal Advisor, CBC, presented India’s approach to civil service transformation under Mission Karmayogi, highlighting the convergence of policy reform, programme delivery, and DPI-enabled digital ecosystems in building agile, citizen-centric, and continuously learning public institutions.
The session evolved into a rich exchange on the imperatives of governance in a rapidly changing world:
