Capacity Building Commission (CBC) is implementing GoI’s flagship initiative the “National Program for Civil Services Capacity Building - Mission Karmayogi” to affect a transformational shift from rule-based training to role-based capacity development of all Civil Servants in the country. One of the key mandates of the Commission is to undertake an understanding of public human resources in government of India and assess outcomes of capacity building efforts at the ministerial/departmental level. After wide-ranging discussions with subject matter experts continuously, a framework has been envisaged. Throughout the course of these discussions, the objective was to learn from the existing public HR frameworks and understand possible approaches for conducting a government wide exercise of understanding public HR in India, which is first of its kind in the Government of India.
CBC’s mandate of understanding public HR in GoI will be a forward-looking exercise which will focus on preparing governments’ HR for the future of work. Going beyond compliance aspects, CBC is contemplating to encapsulate certain segments of the functional areas of the framework which will effectively capture the effectiveness of current HR processes and assess its future readiness.
HR Audit is a diagnostic tool for identifying strengths and weaknesses of an organisation and designed with the objective of assessing current level of maturity across processes, practices and systems related to the functional areas of HR in an organisation.
A detailed institutional public HR understanding is essential for planning detailed capacity building initiatives at the MDOs. This exercise will identify a baseline of HR practices as they exist today. This As-Is assessment will help identify critical capacity gaps. The findings and analysis thus, will be used as the basis for developing a comprehensive capacity building initiative covering all aspects of systems strengthening as well as individual competency building.
