Meghalaya Launches Capacity Building Plans (CBPs) as part of MATI Annual Conference, Shillong, Meghalaya

The Government of Meghalaya officially launched its Capacity Building Plans (CBPs) under Mission Karmayogi 2.0 during the Annual Conference of the Meghalaya Administrative Training Institute (MATI), held in Shillong on 12 June 2026.
The event was graced by Shri D.P. Wahlang, Chairman of the Meghalaya State Food Commission and former Chief Secretary of Meghalaya, as the Chief Guest, while Smt. Chandralekha Mukherjee, Principal Advisor, Capacity Building Commission, Government of India, delivered the Special Address. In his address, the Chief Guest commended MATI for its sustained efforts in advancing capacity building and fostering a meaningful shift toward role-based governance.  He further emphasised the growing need for collaborative governance, calling for deeper engagement among government, academia, civil society, and international partners to shape a more responsive public administration
Furthermore, the Principal Advisor, CBC, congratulated the Nodal Officers for finalising their CBPs, highlighting Meghalaya as a frontrunner under Mission Karmayogi 2.0 and describing it as a model for the entire North Eastern region. In her address, the Principal Advisor remarked that the CBP is a living roadmap, reflecting a commitment to building a more capable and efficient public service for future officers. She further urged departments to fully own their CBPs as a contribution toward India's Viksit Bharat@2047 vision. The event was also attended by Shri Maibam Warish, State Programme Coordinator, and Ms. Ruchi Arora, representing the Capacity Building Commission.
Furthermore, Shri Swapnil Tembe, Director, MATI, highlighted the institute's pivotal transition from a rule-based to a role-based competency development approach, in alignment with the principles of Mission Karmayogi. Among the notable accomplishments highlighted were the expansion of training programmes, progress toward NSCSTI accreditation, the implementation of demand-driven training through the Induction Training Programme (ITP), and the strengthening of institutional partnerships. Shri Tembe further elaborated on MATI's strategic priorities, including leadership development, digital transformation through the Training Management Information System (TMIS), the scaling of Mission Karmayogi across Meghalaya, and the development of digital learning content for the iGOT platform.
•    The conference marked the official release of the Capacity Building Plans (CBPs) of 47 departments and directorates, along with the MATI Training Calendar and the Annual Report 2025–26.
•    The state's Top 10 Learners on the iGOT platform were felicitated in recognition of their exemplary contribution to building the Mission Karmayogi ecosystem in Meghalaya.
•    The event also witnessed the launch of DigiLocker integration for digital certificate issuance, including certificates from the iGOT platform, reaffirming MATI's continued commitment to digital innovation.
The conference concluded with a Vote of Thanks delivered by Dr. T.S.R. Marak, Joint Director, MATI, who reaffirmed the institute's unwavering commitment to strengthening public service capacity, promoting innovation, and advancing the transformative vision of Mission Karmayogi in Meghalaya.
