Capacity Building Commission

Session on Grassroots Governance with Govt. of Odisha: 7 April 2026, Bhubaneswar

What does it look like when a nation decides to govern from its own roots? Yesterday's IKS Sādhana Saptah at Sardar Vallabhbhai Patel National Police Academy offered a glimpse.Shri JAGDEEP GUPTA, Secretary, Capacity Building Commission, opened by underscoring that IKS is not an addition to training but a shift in its very foundation, moving from procedural systems to purpose-driven public service rooted in context and ethical judgment.Ambassador Raj Srivastava then explored IKS-based pedagogical models shaping diplomat training at the Sushma Swaraj Institute of Foreign Service, with a reminder both simple and profound: the journey of IKS begins with the self.R Balasubramaniam set the intellectual tone on Dharmic Governance, drawing on the Mahabharata and Kautilya to reframe the civil servant as a Karmayogi, where inner purpose aligns with public service. Anchored in CBC's journey from Mission Karmayogi to Viksit Panchayats, his provocation stayed with the room: reimagining governance is not an academic exercise, but a civilisational responsibility. The Dharmic Governance panel, moderated with depth and balance by Shri Amit Garg, Director SVPNPA, brought together Amb. Srivastava, Mohan Raghavan, Dr. Vikrant Singh Tomar, and Shri Raghava Krishna, translating complex IKS frameworks into practical pedagogical insights for institutions. In keeping with the spirit of the day, lunch reflected IKS principles through Ayurvedic food, local ingredients, and millets. The afternoon Governance Pedagogy Lab moved conversation into action. Working with knowledge partners Prof. Mohan Raghavan, Dr. Vikrant Singh Tomar, Raghava Krishna, Kavita Krishna Meegama, Shivakumar G V, Haritha Kandalla , and Ankush Vij, participants designed IKS-rooted learning modules with clear objectives, experiential activities, and pathways for adoption. The day closed with collective commitment, with institutions articulating what they would take forward. As Dr. Balasubramaniam reminded us: this is not the culmination, but the beginning of a longer journey anchored in Viksit Bharat @2047.

Session on Grassroots Governance with Govt. of Odisha: 7 April 2026, Bhubaneswar

What does it look like when a nation decides to govern from its own roots? Yesterday's IKS Sādhana Saptah at Sardar Vallabhbhai Patel National Police Academy offered a glimpse.

Shri JAGDEEP GUPTA, Secretary, Capacity Building Commission, opened by underscoring that IKS is not an addition to training but a shift in its very foundation, moving from procedural systems to purpose-driven public service rooted in context and ethical judgment.

Ambassador Raj Srivastava then explored IKS-based pedagogical models shaping diplomat training at the Sushma Swaraj Institute of Foreign Service, with a reminder both simple and profound: the journey of IKS begins with the self.

R Balasubramaniam set the intellectual tone on Dharmic Governance, drawing on the Mahabharata and Kautilya to reframe the civil servant as a Karmayogi, where inner purpose aligns with public service.
