Nagaland Holds State Internal Consultative Workshop on Institutionalizing Capacity Building and Performance-Linked Governance

The ATI, Nagaland, conducted a one-day state consultative workshop on “Institutionalizing Capacity Building: From Training to Performance Linked Governance”, at Kohima on 2nd May, 2026. The event was organized in collaboration with the Department of Personnel and Administrative Reforms (P&AR) and CBC. 

The workshop convened 16 state departments to strategize on modernizing and citizen-centric governance frameworks. The keynote address was delivered by Shri V. Shashank Shekhar, IAS, Additional Chief Secretary (Agriculture), APC, and DG of ATI-Nagaland. He emphasized that governance must remain practical and citizen-centric. He underscored that effective governance is defined by tangible actions and outcomes rather than mere deliberation.

The workshop facilitated intensive brainstorming sessions focused on several critical pillars:
• Developing a unified framework for role-focused and performance-linked capacity building
• Strengthening state training institutions
• Leveraging Artificial Intelligence and emerging technologies for personalized learning
• Revisiting and modernizing state cadre training protocols

The inaugural session was chaired by Shri Weku Zhiemi, Under Secretary, P&AR. Ms. Livitoli Sukhalu, Deputy Secretary, P&AR, provided a comprehensive overview of the ‘State Capacity Building Architecture ‘and moderated the technical sessions.

The Capacity Building Commission (Government of India) was represented by Ms. Ranu Mookerjee, Advisor, and Shri Maibam Warish, (State Coordinator for Meghalaya, Manipur, and Nagaland). They facilitated the discussions and engaged with state officials to align state-level initiatives with national capacity-building goals.
