Punjab: State-Level Momentum under Mission Karmayogi
AI-Enabled Capacity Building Plans:
Capacity Building Commission, in coordination with Mahatma Gandhi State Institute of Public Administration (MGSIPA), conducted the AI-enabled Capacity Building Plan (CBP) Workshop (15–16 January 2026) under Mission Karmayogi.
Over two days, departments moved from planning to implementation:
• 48 departments participated
• 10 departments developed CBPs
• 5 departments successfully made their CBPs live on the iGOT Karmayogi platform
• 33 departments were oriented to complete their CBPs at the earliest
The sessions were guided by senior leadership whose insights set both direction and momentum:
Smt. Chandralekha Mukherjee highlighted the transformative potential of Mission Karmayogi in shifting civil services from a rule-based to a role-based approach. She emphasized that clearly defined roles, supported by targeted competency development, would enable officials to become more effective, productive, and responsive in addressing citizens’ needs.
Mr. Gulshan, Executive Director, MGSIPA shared the simplicity and usability of the AI-enabled CBP tool, noting that it not only supports structured training planning but also helps departments strategically utilize their existing resources for competency development.
Col. Dalbir Singh, Training Director, MGSIPA, provided sustained operational leadership, reinforcing the importance of systematic and executable training plans.
The workshop was facilitated by Ms. Zainab Naaz and Ms. Akanksha Mahapatro, Programme Coordinators, who led hands-on demonstrations and ensured seamless support for departments transitioning their CBPs to the iGOT platform.
This milestone marks a significant step in institutionalising technology-enabled, role-specific, and future-ready capacity building at the state level strengthening the foundations of Mission Karmayogi through action, ownership, and implementation.
