Session on "AI for Viksit Bharat: The Capacity Building Imperative" at India AI Impact Summit 2026

MoS (PP), Dr. Jitendra Singh delivered the keynote address at the “India AI Impact Summit 2026” at Bharat Mandapam. The session, titled “AI for Viksit Bharat: The Capacity Building Imperative, “brought together policymakers, administrators, and experts to deliberate on the convergence of governance, capacity building, and Artificial Intelligence.

Addressing the gathering, Dr. Jitendra Singh invoked the Mantra "MANAV" cited by PM Shri Narendra Modi in his address yesterday while emphasising the human-centric approach in the use of AI, and described governance and capacity building as dynamic, continuous processes that must evolve with the pace of change in today’s fast-moving world. He remarked that in an era where technological transitions happen rapidly, institutions must constantly upgrade themselves to remain future-ready.

He explained that the Capacity Building Commission was conceived to ensure that learning itself becomes a continuous institutional habit. In a rapidly evolving ecosystem, he said, public servants must not only learn new practices but also build the capacity to keep learning. The idea of blending best practices from both public and private sectors, he added, has strengthened governance reforms and helped build more agile systems.

Referring to the concept of Digital Public Goods (DPG), Dr. Jitendra Singh said that while the terminology may be new, the essence remains rooted in the principle of public good and citizen-centric governance. From the very beginning, the government has pursued the vision of “maximum governance, minimum government,” focusing on transparency, accountability, and ease of living. Technology, he said, is an enabler, not the end.

Chairperson, Capacity Building Commission, Ms. S. Radha Chauhan highlighted that Public Service today must evolve at a pace hitherto unprecedented. It must learn continuously, develop deep competencies and dynamically adapt to eternally emerging work and workspaces.

It is in the context of this evolving journey that we see today's event as an opportunity to take the leap grounded in deep faith that Mission Karmayogi as a public good must inform every other government that is on a similar mission to deliver inclusive, ethical and impactful Public Service. This deliberation possesses a cohesive and common pathway for all of us to embark upon as Global partners, she added.

Dr Vashima Shubha, Advisor, Policy, Digital Public Infrastructure [DPI] & Partnership Management from Capacity Building Commission welcomed the guests for the session. 

The session was also attended by Dr. R. Balasubramaniam, Member–HR, Dr Alka Mittal, Member-Admin and Shri Jagdeep Gupta, Secretary from Capacity Building Commission along with officials from Capacity Building Commission and Karmayogi Bharat.
