Catalysing Capacity Building in States: Workshop on Developing State-Level Capacity Building Plans

The Workshop on 'Developing State-Level Capacity Building Plans' was inaugurated by Hon’ble MoS (PP) Dr Jitendra Singh at CSOI, Vinay Marg today, who called for a future-ready, citizen-centric civil service built on continuous learning.

Smt. S. Radha Chauhan, Chairperson CBC, reflected on the journey of Mission Karmayogi-moving from rule-based to role-based competencies-and stressed that ATIs must become the fulcrum for driving State Capacity Building Plans.

Smt. Rachna Shah, Secretary, DoPT, highlighted that ATIs must become the nerve centres of reform by guiding states to embed capacity building into their departmental workflows.

Shri Sriram Taranikanti, Director, LBSNAA, highlighted the pivotal role of ATIs and assured sustained mentorship from LBSNAA to institutionalise Mission Karmayogi across states.

Dr. R Balasubramaniam, Member (HR), CBC, stressed that citizen-centricity and continuous learning must remain the guiding values of every CBP.

Dr. Alka Mittal, Member (Admin), CBC, spoke about strengthening institutional ecosystems to enable ATIs to lead this reform at the grassroots.

Shri S P Roy, Secretary, CBC, emphasised the commitment and teamwork required to make capacity building a lived practice in governance.

Smt. Chhavi Bhardwaj, CEO (Karmayogi Bharat) & Joint Secretary (DoPT), along with COO (Karmayogi Bharat) Shri Rakesh Verma, oriented ATIs on designing effective Capacity Building Plans (CBPs) with the use of technology to anchor this transformation.

As the momentum amongst ATIs grows, the day ahead will focus on group activities and hands-on exercises, with the two-day workshop charting the way forward to build State-level Capacity Building Plans (CBPs).
