Overview
The creation of Annual Capacity Building Plans (ACBPs) for all departments of Government of India is a critical step in fulfilling the vision of Mission Karmayogi - National Program for Civil Services Capacity Building (NPCSCB). The Mission aims to create a 'citizen-centric, future-ready civil service with the right attitudes, skills and knowledge aligned to the vision of a New India'.
The Capacity Building Commission (CBC) was constituted in 2021 to fulfil the vision of Mission Karmayogi. An integral part of CBC's mandate is to facilitate preparation of Annual Capacity Building Plans (ACBPs) of Departments, Ministries, and Organizations (MDO) of the Government of India.
What is Annual Capacity Building Plan (ACBP)?
The ACBP of a MDO is a document detailing all the interventions required to develop and enhance the competencies of individual officials within that MDO as well as the collective capacity of the MDO. The objective of creating an ACBP is to:
- Understand and document the capacity building needs of MDOs at the individual, organisational, and institutional levels.
- Identify both training and non-training capacity building interventions to bridge these needs.
- Assist in the development and enhancement of capacities of individuals and of MDOs.
CBC views the process of capacity building as a marathon, not a sprint. Through the ACBP exercise, it intends to expand the public sector capacity building by going beyond training. Thus, while the ACBP exercise identifies MDO-specific training interventions to build individual capacity, it also looks at organisational interventions that can build capacity of an MDO as a whole or can be scaled up to build capacity pan-government.

Three Lenses: Focus Areas for Capacity Building
National Priorities
Examines how the MDO contributes to National Priorities now and in the future. National Priorities includes goals such as creation of a $5 trillion economy and Ease of Living.
Emerging Technologies
Understands the potential impact of and challenges surfacing due to key technology trends emerging within the relevant sector in which the MDO operates.
Citizen Centricity
Promotes citizen centricity and customer serviceability as a guiding principle while building government capacity, including transparent and efficient public service delivery.

Individual Level
Process of equipping individual government officials with the competencies required to effectively perform their assigned roles. Competencies include:

Changes made in the norms, policies and regulations that guide the functioning of individuals and organisations. Examples include National Training Policy 2012, Mission Karmayogi, creation of the Capacity Building Commission.
Stages of Annual Capacity Building Plans
Stage 1: Creation of ACBP
Includes kick-off meeting with Head of MDO, Capacity Needs Analysis (CNA), identification of training and non-training interventions, drafting of the plan, and finalization with Head of MDO.
Stage 2: Implementation
Creation of Capacity Building Calendar listing training and organisational interventions that need to be implemented on priority to address capacity gaps identified at individual and organisational levels.
Stage 3: Monitoring & Evaluation
Continuous performance analysis, data-driven goal setting and real-time monitoring of capacity building interventions. Includes defining KPIs and tracking progress through PM Karmayogi dashboard.
Process Manual: Steps for Creating ACBP
Phase 1: Assessment (Week 1-3)
Step 0: Create Capacity Building Unit (CBU)
Create a Capacity Building Unit within the M/D/O to lead and own the process of creation of ACBP. The CBU will consist of officials from the MDO itself and may include Administrative Officer(s) of training institutes associated with the MDO, as well as specialists empanelled by the MDO or CBC.
Step 1: Focused Group Discussions
Initiate division-wise interactions with AS / JS and/or Head of Divisions with key staff members of each division to identify goals of capacity building through three lenses: (i) National Priorities, (ii) Citizen Centricity, (iii) Emerging Technologies.
Step 2: Create Capacity Needs Assessment (CNA)
Conduct one-on-one interviews with key officials for finalization of CNA survey questionnaire. Roll out CNA survey questionnaire (preferably online) and follow up with respondents to ensure timely response.
Step 3: Analysis and Validation
Analyze the CNA findings across designations and divisions. Validate findings by respective division heads.
Phase 2: Planning & Implementation (Week 3-6)
Step 4: Interventions to Address Capacity Needs
Create a list of interventions (both training and non-training) to bridge capacity needs. Identify division head's priority training interventions. Engage M/D/O's training institute(s) wherever possible; identify relevant training partners as required. Prioritization of organizational interventions based on impact and feasibility.
Step 5: Sign-off from Secretary / Head of Organization
Share findings of capacity needs analysis and proposed interventions to Secretary / Head of Organization. Lock in quick-win training and non-training interventions.
Step 6: Monitoring & Evaluation
Track progress of training interventions by monitoring implementation of training calendar (iGOT data may be monitored for online trainings). Track progress of non-training / organizational wide interventions. Evaluate learning effectiveness through pre / post training assessments, feedback from superiors on performance, third party evaluation.
