We at the Capacity Building Commission extend our heartfelt appreciation to Shri V. Srinivas, Chief Secretary, Government of Rajasthan, for envisioning and driving one of the first initiatives of its kind among the States for senior bureaucracy.

It was on his personal initiative that CBC was invited to design and conduct the Senior Officer Edition of the Karmayogi Kartavya Karyakram, making Rajasthan among the first States to conduct such a programme for senior officials at this level. Held on 10th August, 2026 across two batches, it brought together 70 senior officers of the State, with the Chief Secretary himself choosing to engage throughout the entire programme rather than merely inaugurating it.

This is capacity building in its truest form, where the State's topmost administrative leadership sets aside a day to reflect on purpose, values and citizen centric governance, and encourages every officer around them to do the same.

Such efforts stand as a shining example of what the vision of Viksit Bharat demands of public administration: leaders who are not content with business as usual, but who actively invest in building a future ready, accountable and citizen centric civil service from within.
