The trends of administrative reforms from 1857 to 1947 indicate that English rulers were interested in: (a) Developing a merit-based civil service where they were experimenting (b) Building an efficiency-oriented administrative system and specific rational rules and regulations was a prerequisite.

  • The Central Secretariat had 19 Departments in 1947.
  • A Pyramidal Organisation was created with a Secretary on top, 2 Deputy Secretaries in the middle, and Under Secretaries.
  • Joint Secretaries became a regular feature
  • Additional Secretaries were appointed to deal with the expansion of public business
  • There was Vertical movement of files to various sections of the Government

After transfer of power, the Indian Civil Service was replaced by the Indian Administrative Service
