Committee on the Recruitment Policy and Selection Methods for All India and Central Services (Satish Chandra)

Why constituted?

  • It gave its report on the recruitment policy & selection methods of All-India & Central services.
  • It focussed on the process of examination.

Major recommendations are:

  1. 1st stage of recruitment, i.e., preliminary examination to be conducted, to weed out non-serious candidates.
  2. Mains examination next, to test the analytical & logical understanding of the candidates in their optional subjects.
  3. Finally, the Interview round adjudges the personality traits of the candidates.

Recommendations and Status of Implementation:

The committee judged the scheme of joint examination in the light of the following issues:

  1. Whether the preliminary examination can screen a large number of candidates to a manageable number,
  2. Whether the main examination has ensured a meaningful competition among such candidates,
  3. Whether the scheme of examination has any bias in favor of any optional subject or group of optional subjects,
  4. Whether it has been able to test the intellectual attributes and higher faculties of mind of the candidates, and
  5. Whether it has been able to test the candidates' social traits and mental alertness required for higher civil service.
  6. It suggested inclusion of essay paper.
