for patronage;

staff.

Creating an O&M branch in the government and a board of two members should
be set up to provide the necessary drive and direction to the
administration.
Besides aiming at precision and surety in the conduct of business and
improvement of staff morale, training must also encourage the civil servant
to see his work in its broadest context and persevere with his educational
development. It must prepare him for a higher position, greater
responsibilities, and a culture of continuous training.
Status of Implementation
These reforms were immediately implemented.
The Government of India accepted Gorwala’s recommendations to set up an O&M
branch in the government.
The Government of India also set up its think tank in the Department of
Administrative Reforms in 1964.
Independent India adopted a parliamentary-federal form of government
superimposed over the administrative structure largely inherited and adapted
from the British colonial state in India.
