First Administrative Reforms Commission (ARC)

The first ARC as Commission of Inquiry was set up by the Ministry of Home Affairs, Government of India, on the 5th of January 1966. It was initially chaired by Morarji R.Desai and later on by Hanumanthaiya, who became its Chairman when Morarji R.Desai became the Deputy PM of India. The Commission was mandated to consider the need for ensuring the highest standards of efficiency and integrity in public services. It also aimed to make public administration a fit instrument for carrying out the social and economic policies of the Government and achieving social and economic goals of development as one which is responsive to the people.

Primarily, these important recommendations were discussed here:

  • It recognized the need for specialization as Government functions had become diversified. Accordingly, it laid down a selection method for senior management posts in functional and outside functional areas.
  • It mainly focused on having Lateral entry to technical posts at the senior level.
  • It suggested a unified grading structure based on qualifications and the nature of duties and responsibilities.
  • Recruitment: On this subject, the ARC recommended:

    There is a single competitive examination for the Class I services, with the age limit raised to 26 years. To discontinue Direct recruitment to Class II services. To conduct a simple objective type test to recruit clerical staff. Recruitment to Central Government posts in specific sectors to be made from among the State Government employees.

  • Recruitment Agencies: A new procedure for the appointment of members of the UPSC and the State Public Service Commission was suggested. Setting up of Recruitment Boards for selection of clerical staff was recommended.
  • It recommended devising a national policy on Civil Service Training.
  • Detailed guidelines for promotion were outlined.
  • It suggested reforms in disciplinary inquiry proceedings and the setting up of Civil Service Tribunals.
  • Service Conditions: The Commission also gave recommendations on matters related to overtime allowances, voluntary retirement, exit mechanism, the quantum of pension, government holidays, incentives and awards to be provided on timely completion of projects, and establishing work norms for various posts that the Staff Inspection Unit may review.
