PC Hota Committee on Civil Service Reforms

Why constituted?

It was constituted to bring civil service reforms as it considered there are certain lacunae in Recruitment, lack of efficiency and accountability and no domain expertise. They discussed the issues for expeditious disposal of Disciplinary/Vigilance Inquiries. It discussed the Use of Information and Communication Technologies to transform government. It recommended replacing the ACR with a system of performance assessment in which greater emphasis is placed on objective assessment against agreed work plans. Domain assignment should be introduced for civil servants to encourage acquisition of skills, professional excellence and career planning. Aptitude and leadership tests may be introduced for selection, and that probationers may be allowed one month’s time after commencement of training to exercise their option for Services. Amending provisions of the Corruption Act and Code of Criminal Procedure to protect honest civil servants from malicious prosecution and harassment was discussed along with formulating a code of ethics for civil servants, and a Model Code of Governance benchmarking standards of governance. The importance of having an annual State of Governance Report was also discussed.
