Gorwala Committee Reports

A reform committee set up under A.D. Gorwala in 1951 published India's first report on public administration. The Gorwala committee reports formalized the ideas and institutions about Prime Minister Jawaharlal Nehru's policy of planned economic development in the context of a "mixed" economy with a dominant state sector allowing some space for private enterprise. The main recommendations of the Committee included streamlining of recruitment and training of administrators and their relationship with the Parliament/ State Legislatures Planning Commission and the Comptroller & Auditor General of India. It also recommended the establishment of a semi-governmental Indian Institute of Public Administration in New Delhi and the setting up of Organisation & Method (O & M) divisions at various levels of government.
