- Most of the recommendations were accepted.
- One whole chapter here is dedicated to training.
- A modification was done to the training program for the 1965 batch.
- The new program included four months at the National Academy of Administration for the Foundation Course; a four-month attachment with the School of International Studies; district attachment for six months; six months at the Ministry followed by Army Attachment and Bharat Darshan.
- Post that, the IFS probationers were sent for language postings abroad.
